In the 90s comics there was a whole comic strip about Penny meeting Parker, and another about the two of them joining International Rescue.
Lady P had heard about Parker and tracked him down to the house he was burgling that night and used her witnessing it to (charmingly) blackmail him into helping her with vareous locks and safes on a mission she was helping the Roger Lyon with. Parker was 'bamboozeled' by Lady P's charm and friendship and, when the mission was finished she offered him the butler/chauffer/side-kick position.
After that, Jeff tracked Lady P down through his contacts and met her to tell her that if she wanted the job there would be a test. She was sent a vanishing ray that Brains had created (which turned ut to be useless since it could not be reversed) that both the British Secret Service and the Hood found out about. She had to deal with both without blowing her cover. It was really good.
