I think that's one of the less credible aspects of the series. Apparently Jeff invited people like Penny and Brains to join almost as total strangers and yet is happy to keep even his closest of old friends in the dark.

Similarly, Penelope gave Parker a job after catching him during a robbery! Very lucky for her that he turned out to be trustworthy after all...
